there's also an "order hosts,bind" line stuck in a .conf file somewhere that controls which method to use to resolve...

Quite. Actually, I think that is true even without "since the TLDs are
starting to change".
And I did say *syntactically* valid. Exim checks for *semantic* validity
by doing a DNS lookup.
