which has a practical answer -- if you control the dns server you're
using for look ups, you can easily tell it that it is authoritative
for the ".123" zone, set up a zone file, and have it start answering.
since the TLDs are starting to change, it would be insanity to encode
knowledge of the TLDs into anything other than a TLD server itself.
