this is almost totally unrelated to exim (not totally cause exim
transports these, but by no means parses [to this extent] or assembles
the messages themselves). you're looking for various rfcs regarding
smtp, mime, and the family. oh, and a quick skim through your fave
search engine looking for "mime" and "command-line" will get you much
further in much less time.
