I suspect that at the time Philip was developing exim, there weren't
quite so many standard utilities for rotating logs.

Now, however, there are also so many different "standard" utilities
merely on Linux systems, not to mention the rest of the world, that
it's unfeasible to maintain exim log rotation configurations for all of
them....
