Yes, you can deny users with sender_reject option in the exim.conf; just specify the sender names
or use a dbm file, like this
sender_reject = user@host : user2@host
or together
sender_reject = user@host : dbm;/path/to/dbmfile
about receiving it, if you use ipop3d, denied users shouldn't me in the popusers group.
