You won't be able to run the same config file. There are syntactic
changes. If you are anything other than completely reckless, you'll at
the very least want to ./exim4 -bV before installing it, and that will
barf on an old config.

The conversion document will recommend in large friendly letters that
the first thing you should do when preparing to convert to Exim 4 is to
re-install Exim 3 using a different configuration file.

What is fail safe? If you install Exim 4 without changing the config, it
will just fail to work. This leaves you in pretty much the same
situation as a window without Exim, doesn't it?
