As long as the exim is otherwise configured not to relay, turning on %
shouldn't do harm. It'd take some clue re mailservers on the part of the
user though, which should not be assumed when writing an automated tool for
exim configuration. [IMHO at least]

Let sleeping dogs lie I guess. A two stage relay is best fixed at the
input point - either locking it down or shutting it off completely.

In any case, it is nearly impossible to make assumptions about all the (over
20) hacks that can cause another mailer (downstream of you) to relay without
bloating eximconfig rather a lot.

Not that I'd normally expect anything beyond a workstation to be configured
using eximconfig. A production box is best configured by hand IMHO at
least. Of course, eximconfig is far better than using linuxconf to configure
sendmail, but still .... :)
