Hard luck. One release too early. It came in in 3.20. The interactions
between the other options were also a bit garbled in earlier releases,
which was one of the reasons for making this a separate option.
Timeout_frozen_after applies to _all_ frozen messages.
Ignore_errmsg_errors_after applies only to bounce messages.
