A likely guess would be that the first nameserver in your /etc/resolv.conf
is unavailable and your DNS lookups are timing out before using the second
nameserver.

Do an 'exim -d11 -bt user@???' to confirm. -d11 will show you what
DNS server you're using and the results of that query.
