I appreciate this thread, and concur that it's a complete waste of resources.
One mail domain that I manage is just this type of *mostly disconnected*
dialup, which had I domain hosting authority would be minus one such MX
record.

Thanks for the fuel. Now to light a fire under the ISP. Either they remove or
renumber that MX, or face a connection forced open 24/7. Something tells me
that they'll prefer to remove/renumber the MX rather than have us waste
*their* precious resources.
