Run a definitive test:
exim -d9 some@ddress
<enter a message, may even be null>
.
Then the debugging output will hopefully tell you why the message is not
being delivered.

Or perhaps it's got "queue_only" set?
Or, for some perverse reason, the MUA you use to send messages is
calling exim with the -odq option.
