[Exim] SOLVED: queue_only not obeyed when ....

I decided to dig in the pine sources, and they use "-bs -odb" ...

-odb overrides queue_only and possibly all other config flags that limit or
tweak dequeueing. It there way to "disable" the effects of -odb in the exim
config file ?
