OK, here is the effort. :P

When I send an email to noc@??? it delivers fine. When I
send an email to noc@??? it doesnt. Now, as far as I know,
permissions are not based on what domain exim is receiving the email under.

Doesn't sound like a perms problem all of a sudden.
