This appears to be a networking problem ... like, for example, an ISP
filtering port 25 outbound connections to anywhere except their smtp server.
Alternatively, it might be a networking problem of some kind if that's not
the case.
Try smarthosting through your ISP's smtp server instead of running direct to
MX (see
http://www.hserus.net/exim.html ...)
