Once more to the docs:

 Setting this option causes Exim to send bcc copies of delivery failure
 reports that it generates to other addresses.
              ^^


Sounds to me like this directive is irrelevant if a user at your site
sends mail to nosuchuser@???. After all, that bounce message is
generated by the example.com MTA -- how can a directive in your Exim
config affect example.com? My guess is that this only works if someone
out there sends mail to nosuchuser@???. Then, your Exim is
responsible for generating the bounce, and can Bcc you.

That's all guesswork based on one sentence from the manual, though.
