NO! Please check your masklen _or_ user a full netmask. I would use

142.66.72.0/255.255.255.0 if it's a class C block, which can also be
represented as 142.66.72.0/24

host_accept_relay =
142.66.72.0/your_masklen_here: 142.66.74.0/your_masklen_here : etc
