Subject: [Exim] RBL & recipients_reject_except
Hi !!

I noticed that Exim always checks first the host against RBL and then
checks exclusions configured in recipients_reject_except, maybe it
would be better to first check recipients_reject_except and then, if
need, check the host against RBL as this check could be time expensive
(depending on the number of rbl domains and the particular state of
each of them).
