No, it is passing the message back to Exim. Notice there's a different
message id: the first is 15RtEO-000181-00 and the second is
15RtEQ-00018B-00. You haven't shown the arrival log lines (<= lines) for
either message, but the second one should show it coming from amavis, 2
seconds later than the first arrival.
I do not think this is an Exim problem.
