Looks like your firewall is broken or misconfigured.

AFAIK, Exim just uses the kernel's TCP stack like any other TCP
application. It doesn't have much say (if any) about how its data
stream is broken into TCP segments or IP datagrams.

I think there are kernel parameters you can tweak to change how the
kernel's TCP/IP stack behaves, but I don't know much about that stuff.
Consult a book about TCP/IP on Linux; this isn't really an Exim issue.
