Same here... My guess is that they did not implement ACLs because
they are still working on contracts with various people.

From a technical standpoint, yes, but your contract with Mail-Abuse.org
would forbid you from letting anyone else have access in that manner.

From Attachment C of their posted contract:

Unless and until MAPS(sm) has instructed otherwise in writing
SUBSCRIBER will configure its nameserver(s) such that third parties
cannot query or transfer the RBL+(sm) database from SUBSCRIBER's
nameserver(s) or receive notification of changes. Failure to restrict
access, whether willful or negligent, shall constitute a breach of
this contract and may result in termination of service and further
legal remedies.
