[Exim] mail-abuse RBL etc

Two questions.

(a) what news group is 'best' to monitor developments in the RBL arena

(b) could a site not just use tcp-wrappers to replace RBL ? Of course
    then you would have to develop your own IP list, but someone may
    have that presently.
