[Exim] exim 3.22 and host_accept_relay

hi all together,

i need your help!
i got a big problem with my exim 3.22 and "host_accept_relay".
we got a private net (with 192.168.0.0/16) and a public net (with
123.45.67.0/23),
both of them should be allowed to relay with our mailserver without
authentication.
everybody else should be allowed after he authenticate himself.
so i added a 2 lines to my exim.conf looking like this:

host_accept_relay = 192.168.0.0/16 : 123.45.67.0/23 : 127.0.0.1/32
host_auth_accept_relay = *

when i check this configuration with exim -d9 -bh 192.168.0.2
exim opens an smtp session for me, accepts the HELO-command,
but rejects my RCPT TO wit "500 Unrecognized Command".

please, have a look at the configuration file and tell me where the error
hides...
i need free relaying for our internal net, the mail client and the database
of
one of my coworkers got no authentication module.
