They are available, and you are correct. You can, for example, do this:
acl_for_portX:
<acl statements>
acl_for_portY:
<acl statements>
top_level_acl_for_rcpt:
accept acl = acl_for_port$interface_port
(Where X and Y are numbers, of course.) And similarly for
$interface_address.
