As far as I know... it can be configured to an extent. I quote from my
configure file:

prohibition_message = "Triggered by: $prohibition_reason|Message: \
                       ${lookup{$prohibition_reason}lsearch\
                       {/usr/local/exim/local/reject.messages}{${expand:$value}}}

Works well :)
