The only change to the configuration between 3.2x and 3.16 I made was to
remove "timeout_frozen_after" (as this option isn't supported in 3.16)

Are you using the same runtime configuration for 3.16 as you used for
3.20/3.22? If not, what are the differences? (I'm peering at the code,
and so far can't see anything that might do this.)
