[Exim] per-src/dest message size limit

M is an MX target for remote (i.e. i can't use a router) domain D
M does not wish to relay mail to D which is over X bytes
possibly M would like to put size restrictions on a source host S
but otherwise, M needs to handle big mail

i can't seem to find the hack. it could be lack of coffee. help
appreciated.
