[Exim] failure for quotas

hi,

i'm using (well for 3 whole days so not much expertise here:) exim's
quota facility, and have a question about that. i see in the logs that

T=local_delivery_sql defer (-23): MTA-imposed quota exceeded while

and also manual sect 15 states that: " If the transport fails for any
reason, the message remains on the input queue so that there can be
another delivery attempt later. If there is an error while appending
to a file (for example, quota exceeded or partition filled), Exim
attempts to reset the file's length and last modification time back to
what they were before."

now i don't like this :). i'd need a failure here. (the way it is now,
it just fills the spool space and as this is a freemail service i have
no guarantee that any given user will take care of clearing her mess
up). any ideas ?
