That is correct. It would accept and relay messages from IP's 216.171.74.97
(first usable IP address) through to 216.171.74.126 (.127 is a braodcast
address and not used by any host)
CIDR has hard rules on where network boundaries start and finish. I am not
sure if there is any other way to do what you want, I am trying to learn
about exim myself :)
