which won't help as there is still no route to host because of your static
route on firewall one.

This isn't a DNS timeout as for that option but a no route to host. so
anything that u setup in exim ain't gonna work (by ur network spec :))
What I suggest is that u get your firewalls to talk to each other (if
possible) and firewall 1 automatically change the default routes when the
DSL fails, also allowing other traffic through ur isdn. a much better
solution :)
