This is your problem, I assume euid is ur exim user, does that uid have
read/write permissions to those files/dirs? or any parent dirs?

not really it means ur emails will be temp rejected coz ur making to many
connections to the server, docs show how to change this.

go into /etc/services or where ever it is located on ur box and add a line
that says
smtp 25/tcp mail
