[Exim] More on the FreeBSD 4.3/Exim/Perl issue

The workaround seems to be to comment out this line in the Exim port
Makefile:

# Enable the embedded Perl interpreter, allowing Perl subroutines to be
# called during string expansion.
# WITH_PERL=     yes

Not sure what has changed between 4.2-STABLE and 4.3-STABLE that breaks the
embedded Perl interpreter.
