[Exim] HELP!!! permission denied 'hithching post lock file?

All of my users are experiencing lockouts ....

the client reports:
ERR cannot lock '/var/mail/$username'

log file says:

Permisssion denied: creating lock file hitching post /var/spool/mail/.....

what causes this and how can i fix it?
