Does the debugging output from the -d9 case indicate that it is doing
the right thing?

This kind of problem is always hard to track down. I would start by
modifying the new director in various ways to see if you can change the
behaviour. Ultimately, the sledgehammer approach is to hack at the code
so that, without -d9 set, it sets up a debugging output stream to some
file. The daemon behaves differently when debugging is set in that it
doesn't disconnect from the terminal.
