You don't give enough details for us to answer in any detail (like what
version you're using, etc). However you can find how to prevent
relaying listed in:
http://www.us.exim.org/howto/relay.html
Also if you're looking for non-local users to be able to relay through
your server(s) you'll need to implement SMTP AUTH or some kind of
POP-before-SMTP mechanism. Both of which are documented in the Exim
specification and in the FAQ respectively.
