[Exim] How to keep users from getting email

I am currently using /etc/passwd and shadow for user management. This will change in the future: to LDAP

How can I make exim think that a user, with a valid login, is not really a user and reject make for them?
    1. with the /etc/passwd /etc/shadow used now
    2. with LDAP, in the future
