[Exim] install problem w;/exim-3.22

I have downloaded exim-3.22 and tried to follow the instructions.
I have copied & edited teh `/src/editme into `/Local/Makefile Now when I
type 'make', I get the message:
make: *** no targets. stop.
Does anyone know what I am doing wrong?
