Not well. You can set an overall size limit, and a limit on each
transport which could do what you want, although I am unsure when the
transport limits kick in (ie I think they may well cause a message to
bounce from within exim, rather than preventing original receipt by
SMTP.

You could sort of do this using either a system filter or a smartuser
director with a set of conditional lookups and a fail if
appropriate.... its going to be a mess.

Yes - exim is strong on this

To some extent - exim does not understand MIME. There is a system
filter which does this to a limited degree... its been pretty effective
so far though.

My own feeling is that I have not seen an environment where the work in
managing this sort of administrative prohibitions has been worth it...
and i would use a stated policy approach and then kick people breaking
it. If they become a real problem they lose email. However I guess
you have reasons for wanting to spend a lot of time on this....
