No, there isn't anything quite like that. Exim isn't keeping statistics
like "x messages (for user y) from server z in the last hour", I'm
afraid.

You could hack something up - a program that tails the Exim log, and
uses what it finds to maintain a file that Exim consults via
host_reject, say.
