[Exim] why relaying?

I defined

relay_domains = domain.com

and get

refused relay (host) to <root@???> from <> H=(machine.domain.com) [*ip*]

and have a rewriting rule

*@*.domain.com $1@???

Is this because relay checking happens before rewriting?
