You need to tell your Exim to relay for this particular domain, not the
IP. On this backup MX, use "relay_domains = blah.com.au". (But make sure
it is not added to the "local_domains" or it may try to deliver locally.)

host_accept_relay is used if you know where all the mail is coming from
(like your own customers). But it isn't applicable to your problem,
because the mail is coming from anywhere.
