Not to my knowledge.

The complete ChangeLog is in the distribution (well, not totally
complete - it goes back only so far; I prune it from time to time, but I
keep the prunings. I have the complete list back to release 0.18).

The latest per-release ChangeLog files on the ftp site are there in both
.gz and non-gz forms, since somebody previously complained, but I didn't
take time to retro-provide older versions.
