[Exim] local delivery via smtp

Hi.

In the last 3 days i hardly tried to get exim
running without any s-flags set.

I now have two exim binaries (exim_user and exim).
Users can only execute exim_user, and only the daemon process
can execute exim (which is gid=mail).

It allworks fine if exim would create files in
/var/spool/exim/[input/msglog] with mode=0660 and not with
0600.

How can i force exim to create these files with g+rw ?
I played with mode and modemask..but these options
dont work in the exim.conf-sections where i need them :/

and ideas ?

second problem: can i foce exim do make all deliveries (even local)
trough the smtp server ? (connect to port localhost:25) ?.
