Alas this seems to be true, I really loved having per subject and global for
a department sort of news groups (both staff only post and anyone post)
groups at uni, of course this was only in the cs courses. The thing I
considered a let down, even among cs students, more than half did not read
them, despite prompting by lecturers to do so.

They are a good thing, if only people would use them.

As for the subject of this thread, I would think trying to have a plain on
disk file would be slow to lookup to see the people who are allowed to post
and to see the recipients, it would be best to get the data somewhere else,
if you can work out how to get it from the db the uni uses, and do it fast,
it will be a good solution.
