[Exim] Rejecting recipent @ RCPT TO Level ?

is it possible to reject/bounce a recipent(ex :foobar@???) on the
server at RCPT TO level so actually no bandwitdh is wasted ?

if so how ?, becuase all docs only point to bouncing from some specfied
host/ip/localpart and not at the recipent.
