Odd; those should have had the same effect.
Thinking about this further: I should have realized that headers_add and
headers_remove are incompatible with one_time, and locked them out. I
may well do so in Exim 4. The problem is that if the delivery does not
work first time, at the next delivery attempt the generated addresses
will not go through the aliasing/forwarding director, and so will not
get the headers added/removed that are specified on that director.
