Take a look at

recipients_reject_except

Following someone else's suggestion (so I can' take credit for this), I
set up a majordomo managed list, so that users could subscribe to that
list to be added to recipients_reject_except.

It's an all or nothing thing. They couldn't say, opt out of DUL, while
still using MAPS.
