My inclination is not to do it though mail. The security implications are
too stong. (You either have to send passwords through mail, or a simple
forgery would allow people to put in bogus .forward files for others, thus
making it very easy to snoop on other's mail.)
The "obvious" approach is a CGI-like thing on a webserver. If you are
reluctant to put up a webserver on your mail delivery hub, then do it
indirectly:
Option (1) Set up an ssh server which can be used for taking .forward
files from an existing webserver and put up the CGI (or whatever)
there.
Option (2) Have exim (or a script) suck forwarding information out of a
database and have some CGI on an existing webserver that can write to
that database.
