I honestly don't think it'd be that bad of thing just to add
exim-dev@???. In the other packages where I've seen a split in the
lists (amanda, majordomo, rt come to mind) it really hasn't been a
problem.
Those who are experienced and who care about the product will continue to
help those who need help without needing to go through authoritarian
procedures. I may not always have time to respond to help requests but I
do so when I can and just try and scan the list for the bits that interest
me when I can't.
As far as new user questions flooding the proposed exim-dev list, the
exim-users list is already restricted to member only posts. A handful of
us approve non-member posts for approval when they come in. The same
should be applied to weed basic questions which can be rejected with a
"off topic for exim-dev, try exim-users instead" message. And if they do
subscribe to the list, then the welcome message should state clearly at
the top what is and is not on topic for the list.
