Presumably, you are configured with queue_only, so that queue runners
are doing first deliveries? If not, there wouldn't be any point in this.

Note that *messages* don't reach retry times; it is addresses or hosts
that do. So it has to handle a message in order to find the hosts in
order to check the times.

Restricting a queue runner to first_delivery would be easy to implement;
it would still have to read every message in order to check for
first_delivery, however.
