May be possible. Not, IMHO, desirable. Exim works fast because it does
not have a complicated, multi-level, queueing scheme.

You can do this by running two copies of Exim, possibly even on
different hosts. I know that one large ISP operates exactly like this.
Outgoing mail that is delayed long enough gets shunted off to a separate
host which has a large queue. Thus, the "main" queue remains short.
